The Regional Comprehensive Economic Partnership (RCEP) — the world’s largest free trade agreement — has significantly reshaped China-Japan trade. For bamboo product exporters, it creates concrete tariff advantages.
What RCEP Changed
RCEP is the first FTA to include both China and Japan. Before RCEP, China and Japan had no bilateral free trade agreement. Now, the vast majority of traded goods — including bamboo products — are on a path to progressively lower tariffs, with many already at zero.
Tariff Treatment for Bamboo
Bamboo kitchenware, home goods, and craft items fall under HS Chapters 44 and 46. Under RCEP, many of these products enjoy reduced or zero tariffs when accompanied by a valid RCEP Certificate of Origin. The exact rate depends on the HS code and the product’s origin status.
Rules of Origin
To qualify for RCEP preferences, products must meet rules of origin. Bamboo products sourced and processed within China typically meet these requirements through the “wholly obtained” or “substantial transformation” criteria. Correct documentation is essential.
